PURPOSE:To contribute to the reduction of a transmitting amount or the recording capacity of a recording system by sending information for restoring an image (whose quality is almost not almost, degraded, and performing transmission with high compressibility. CONSTITUTION:Input information supplied through an input terminal 10 is supplied to a thinning sampling part 11 and a normalizing equation generating part 12a inside a model correspondence coefficient calculation part 12. Transmitted information is supplied from the thinning sampling part 11 to an output terminal 13 and the normalizing equation generating part 12a. The normalizing equation generating part 12a generates a normalizing equation due to the method of least square based on a linear first-order coupling model and outputs each coefficient to the coefficient calculation part 12b. The coefficient calculation part 12b calculates the most probable value corresponding to this unfixed coefficient by resolving this normalizing equation and outputs it through an output terminal 14.
