PURPOSE:To realize the reduction in the circuit scale of a processing circuit for scanning line number conversion relating to the scanning line number converter converting a high definition television signal into an existing television system. CONSTITUTION:An in-field interpolation circuit 14 outputs an in-field interpolation signal in which one horizontal scanning period is expanded to a half rate and a gravity center position is arranged in the vertical direction in response to the screen mode. At a time axis conversion circuit 15 uses only the scanning line required from the output of the in-field interpolation circuit 14 to convert the output into the existing television signal. Thus, the existing television signal corresponding to all the screen modes is obtained by one circuit configuration.
