PURPOSE:To automatically detect defective image quality such as irregularities in an image and also to inspect the image quality as well as the visual sence of the human by installing an image processing part provided with a specified function. CONSTITUTION:A copying sheet 500 on which an inspection chart is copied is picked up by an image input part 100 so as to output image data 110. In the image processing part 300, the image data 110 is converted to variable density data 311 by a variable density data converting part 310. Plural minimum divided areas A are constituted of the variable data 311 and the maximum value and the minimum value of the variable density data 311 in each area A are calculated by a 1st maximum/minimum value calculating part 330. An area B to be measured which is constituted of one or more minimum divided areas A is successively enlarged and also the maximum value and the minimum value in each area B are calculated by a 2nd maximum/ minimum value calculating part 350. It is decided by a deciding/processing part 360 that the defective image quality such as irregularities in the image is generated when a difference between the maximum value and the minimum value in each area B to be measured is larger than the previously set reference value as to the density difference.
