PURPOSE:To implement orthogonal transformation in the time direction relating to plural patterns while implementing motion compensation prediction. CONSTITUTION:The device is the picture information compander implementing time directional orthogonal transformation relating to plural patterns by using frames A, B as one set while implementing motion compensation prediction and provided with a motion detection means 24a obtaining a motion vector signal 24a relating to the frame A, a motion prediction means 25 outputting a 3rd block signal 25a implementing motion compensation prediction with respect to the frame A based on the motion vector signal 24a, and an orthogonal transformation means TT outputting 1st and 2nd conversion information sets obtained by orthogonal transformation in the time direction relating to plural patterns based on the 3rd block signal 25a and the 1st block signal 23a.
