PURPOSE:To obtain an index for coding suitable for an area by specifying plural areas based on a motion quantity, a block average brightness and chromaticity, a differentiation value and an averaged brightness of a frame. CONSTITUTION:A block division section 11 divides an input signal into small blocks based on the brightness and color difference and a motion quantity calculation section 13 compares the divided brightness with frame data read from a frame memory section 12 to obtain a motion M. A brightness block average value calculation section 14 obtains a sum DY of differentiation values of each block. A brightness block average value calculation section 15 obtains an average brightness of a block and a frame average brightness calculation section 17 calculates the mean brightness of a preceding frame. A normalization bright calculation section 16 obtains a normalized brightness Y corresponding to a brightness change. A red color difference block averaging calculation section 18 and a blue color difference block averaging calculation section 19 obtain mean values R-Y, B-Y of the color difference components. A vector discrimination section 20 receives the obtained five parameters and discriminates a specific area such as a face. |
