PURPOSE:To attain a communication with out being conscious of whether or not the other party terminal is housed in an analog network and an ISDN network without need of an MODEM, by one digital terminal. CONSTITUTION:An ISDN protocol converting part 16d digitizes a transmitting capability included in a call setting SETUP message at the time of connecting a digital terminal 15 with a speed converting part 16a, ets the transmitting capability be analog at the time of connecting the digital terminal 15 with a modulating and demodulating part 16b, and transmits the SETUP message to an ISDN network 11. When the transmitting capability included in the call setting SETUP message is digital, and the other terminal 13 is housed in an analog network 12, and when the transmitting capability is analog, and the other terminal 14 is included in a digital network, the ISDN network 11 rejects an incoming call. Then, the ISDN protocol converting part 16d switches a switching part 16e from the incoming call rejection, changes the transmitting capability from digital to analog, or from analog to digital, and transmits the call setting SETUP message to the ISDN network 11 again.
