PURPOSE:To reconcile the smooth rotation and sealability of a valve element as well as to secure the extent of sufficient responsiveness. CONSTITUTION:A closed space 2a, where a throttle passage 21 is opened, is formed in the point midway in this throttle passage 21 formed in a partition plate 2 and a valve element 1 rotating in this space 2a is installed therein. A turning shaft 3 is installed in a center axis C of a passage opening 211 after being shifted in the vertical direction. At the time of movement in the circumferential direction where the valve element 1 accords with the passage opening 211, an opposite interval is preset so as to be decreased to this opening 211, so simultaneously at a time when the valve element 1 accords with the passage owing 211, its opposite interval with the opening 211 comes to zero and the valve element 1 comes close to an opening edge. In the case where this opening 211 is opened, if the valve element 1 shifts in the circumferential direction being shifted with the opening 211, a relative interval with the opening 211 is increased according to this movement, so that an opening area grows larger in haste, whereby a sufficient opening area is securable in a little tuning angle. |
