Supplying high voltage at starting point and controlling a supplying time of high voltage according to a load, this apparatus enables mechanism to start fast and comprises; a micro computer (11) for outputting a driving signal (FD11,RD11), a trigger signal (T), and a time constant control signal (CS11,CS12) selectively; an inverter (12) for inverting a trigger signal; a variable time constant sec. (13); a monomulti (14) for outputting a pulse signal during the time constant; a high voltage output sec. (15) for outputting a high voltage according to the output signal of the monomulti; a motor driving IC element (16) for driving a motor by low voltage (B1).
