PURPOSE:To efficiently realize two different encoding modes in the same encoder by providing a memory storing an encoding program and a decoding program which have different encoding modes. CONSTITUTION:On the side of a reception, encoding image data is separated from the signal received by a data multiplexing/separation part 18 and a frame start code is discriminated in an image decoding part 15. When the start code is the value prescribed by H. 261, an H. 261 decoding program (a2) is transferred from a memory 11 to the decoding part 15, it is encoded, and a decode DIF/ QCIF signal is outputted by a frame and is written in a frame memory 21. When the start code is an original value showing a JPEG mode, a JPEG decoding program (a4) is transferred from the memory 11 to the decoding part 15, it is decoded, and the image signal of the resolution of a standard television image class is outputted by a frame and is written in a memory 21. A decode image signal is converted into a digital image signal by a format reverse conversion part 16, is converted into an analog image signal in a D/A conversion part 17 and is outputted to a monitor, etc. |
