This phase shifter for electromagnetic waves comprises at least one phase shifter element (CO, PH) lying between two conducting lines (L1, L'1). The phase-shifter element is oriented along a defined direction and includes a photoconductor element (PH) which is made to conduct on demand by an optical beam (O). The electromagnetic wave (H) propagates along a direction which is not collinear with the orientation direction of the phase-shifter element. Applications: control of a scanning antenna.
