Dividing a polymerization reaction in suspension polymerization into several steps and controlling the monomer concentration with regard to the reaction rate of monomer, this process improves physical property and non-flammable property of the resin. The process comprises; the 1st step of polymerizing a bromostyrene compound 3-10 wt.pts., aromatic vinyl hydrocarbon 10-25 wt.pts., unsaturated nitrile 5-10 wt.pts. and initiator 0.01-1.0 wt.pts.; and the 2nd step, polymerization by adding bromostyrene compound 10-25 wt.pts. aromatic vinyl hydrocarbon 20-50 wt.pts., unsturated nitrile 5-20 wt.pts., initiator 0.01-1.0 wt.pt., and a molecular weight adjuste 0.01-0.5 wt.pt. in sequence.
