The ceramic or other dielectric powder (6) is dispersed in a pref. nonpolar organic liq. (7) of high wettability and known dielectric constant greater than that of air, e.g. gamma-glycyloxypropyl polymethoxysilane finishing agent. The mixt. having a powder-to-liq. vol. ratio between 0.45 and 0.55 is enclosed in a space (5) within an insulating collar (2) of dia. e.g. 10 mm between two metallic electrodes (3,4) uniformly spaced 1 mm apart, and energised at a frequency of at least 1 MHz. USE/ADVANTAGE - For dielectrics in electronic components; e.g. ceramics. More reliable measurements can be made at sufficiently high frequency with suitable proportion of powder to liq. vol., with practically no sensitivity to humidity.
