The metal tank liner (3) is mounted on an outer concrete layer (2) of hardened concrete with limited cracking properties, and is covered with a similar inner concrete layer (4). The side walls of the metal liner are covered by inner- and outer concrete lips to complete the tank. The hollow space (30) formed by the liner is coupled to a pressure monitor (35). The metal liner is formed by joining metal sheets by welding or crimping. The space between the walls of the liner is maintained by metal reinforcing mesh and can be filled with a corrosion inhibiting fluid. ADVANTAGE - The sandwiched structure provides a long life storage of liquids with early warning of leaks either from the contents or from ground water.
