<p>PURPOSE:To obtain a movement compensation predicting encoder in which an in-field encoding can be operated without using the buffer memory of a large capacity, and generating the deterioration of a picture quality. CONSTITUTION:When the data amounts of a buffer memory 26 which holds the transmission rate of an output signal to be constant are small, a switch 29 is turned off by a switch control circuit 30 so that a prediction signal 20 can be interrupted, and the in-frame encoding is operated only to a present frame picture signal 4 in one frame period. Thus, the storage of an error on a transmission path can be prevented without periodically turning off the switch 29.</p> |
