PURPOSE:To effectively and efficiently perform the org. matter/nitrogen removing treatment of org. waste water. CONSTITUTION:In such a state that solid particle groups 8... having aerobic bacteria and facultative anaerobic bacteria supported thereon are arranged in a stagnation area 7 of org. waste water 7a, the aeration amt. of air is controlled so as to increase or decrease without stopping the aeration to the waste water stagnation area 7. By this constitution, the waste water stagnation area 7 is alternately held to a sufficient aerobic state and a microaerophilic state wherein an almost all are excepting an aeration place peripheral area 7' becomes an anaerobic state while the circulating flow 21a due to aeration is always formed to the waste water stagnation area 7 to simultaneously remove org. matter and nitrogen from org. waste water 7a.
