PURPOSE:To make operation with high safety and reliability by computing such a correct output value at which a spark discharge does not continue and controlling a high-voltage output without indiscreetly interrupting the operation when the spark discharge is generated at the time of operating electrostatic precipitator. CONSTITUTION:The output voltage of the electrostatic precipitator is regulated by setting a fuzzy rule A which makes the duration time Tsp of the spark discharge and a spark generation time Nsp as a condition section and the charge voltage on the electrostatic precipitator as a conclusion section and inferring the fresh output value in accordance with the fuzzy rule A from the duration time Tsp and generation times Nsp detected by a spark discharge detector 16.
