PURPOSE:To easily design a semiconductor integrated circuit by eliminating a need to take the margin to the variance for production into consideration at the time of designing the circuit. CONSTITUTION:Plural variable delay circuits VD1 and VD2 different by delay time are inserted between an input signal 102 and flip flops FF1 and FF2, and variable delay circuits VD1 and VD2 are selected based on a control signal 106 from the outside by output signals 107 and 108 from a delay time selecting circuit DS to control the delay time from the outside.
