PURPOSE:To obtain the picture coder in which an optimum quantization step is decided independently of a data storage quantity of a buffer. CONSTITUTION:When data coded by a variable length coding section 104 are stored in a buffer 105, a coding control section 101 detects its idle residual quantity to divide input picture data 127 by a predetermined frequency band and each division is discriminated with respect to a prescribed threshold level for each frequency band. Then a quantization step 123 of a quantization section 103 is decided in response to the result of discrimination and the detected idle residual quantity. |
