PURPOSE:To obtain a driving circuit for a solid-state image pickup element in which an exclusive power supply for setting a substrate voltage Vsub is not required and the number of external circuits is saved when the driving circuit is formed as an integrated circuit. CONSTITUTION:A CCD image sensor 1 requiring a substrate voltage Vsub higher than a power supply voltage VH of the element incorporates a charge pump boosting circuit 16 boosting clock pulses phiV2, phiV4 to drive a vertical transfer register 3 as switching pulses. An operational amplifier 20 using the boosted voltage by the charge pump boosting circuit 16 as an operating voltage is used to set the substrate voltage Vsub of the CCD image sensor 1 in a substrate voltage setting circuit 17.
