<p>PURPOSE:To apply picture processing with high efficiency and high resolution to a picture of a 2-dimensional graphic. CONSTITUTION:A picture storage section 1 stores transiently an inputted original picture, a picture prediction section 2 predicts prediction information based on the original picture and a prediction picture generating section 3 generates a prediction picture based on the prediction information. A prediction error detection section 4 obtains a picture prediction error between the original picture and the prediction picture and a picture information compression section 5 encodes the picture information of the said original picture with a high efficiency based on the original picture, the prediction picture and a picture prediction error. Furthermore, A compression information expansion section 6 expands the compressed picture information and a prediction picture generating section 7 predicts a decoded picture and a decoding picture generating section 8 generates a decoding picture relating to the original picture based on the expanded picture information and the predicted decoding picture.</p> |
