<p>PURPOSE:To provide method/device by which a code data amount can be controlled to a target data amount. CONSTITUTION:In the method/device by which the code data amount can be controlled to the target data amount, a quantized quantizing coefficient is encoded in a Huffman encoding part 14, code data and a code length are stored in a buffer memory 15, the code length is also inputted to a code length adder 17 and the added result is compared with the value of a threshold table 19 in a comparator 18. A stage decision part 20 decides a stage where code data and the code length in the buffer memory 15 are distributed based on an index (compared result) from the comparator 18, a reference value from a reference value calculation part 16 and a code length cumulative value from the buffer memory 15, and outputs it as a stage number.</p> |
