The substrate voltage generator includes first and second pumping capacitors in each of which one electrode is connected to a first square wave, third and fourth pumping capacitors in each of which one electrode is connected to a second square wave, first and second MOS transistors whose source/drain is connected between the other electrodes of the first and second pumping capacitors and whose gate is connected to the output port, and means for controlling the potential of the output port, thereby stabilizing the substrate voltage and increasing the reliability of the device.
