The method comprises the steps of forming a slab by continuous molding or steel containing 0.01-0.10 % of C, 2.8-3.8 % of Si, 0.05-0.12 % of Mn, 0.005-0.04 % of P, 0.015-0.04 % of S, 0.01-0.05 % of Al, 0.002-0.010 % of N and residual amount of Fe in weight %, hot rolling and cold rolling with rolling ratio of 80 % or over, and is characterized in that 0.06-0.20 % of four elements Sn, Cr, Ni and Mo is added to said steel with the range of each element of 0.01-0.04 % of Sn, 0.02-0.12 % of Cr, 0.02-0.12 % of Ni and 0.01-0.08 % of Mo, to improve magnetic characteristic and productivity.
