摘要 <p>PURPOSE:To make the processing efficient and to quicken a display reply by using plural changeover means so as to apply orthogonal transformation data to a quantization means from a storage means and applying the quantization data to an inverse quantization means directly. CONSTITUTION:DCT transformation data outputted from a conversion section 11 are stored to a storage section 32 through a changeover section 31. The DCT transformation data outputted from the conversion section 11 are fed to a quantity section 12 through a changeover section 33. The obtained quantization data are subjected to entropy coding by a quantization data coding section 13 and stored in an external storage device as compression data. When a decoded picture is generated by using the stored compression data, entropy decoding data outputted from a decoding section 21 are fed to an inverse quantization section 22 through a changeover section 34. When the storage or the like of compression data is not caused by only evaluation of quality of a compressed picture, quantization data are directly fed from a quantization section 12 to an inverse quantization section 22 and inversely quantized according to the same quantization table at quantization.</p>
