PURPOSE: To provide a security mechanism which can control the access to data preserved in a personal computer system. CONSTITUTION: This personal computer system is provided with a security utility program which enables a specific user to selectively change an initial loading program by specifying numbers and precedences of plural sources (a) and to selectively change initial loading program by deleting an interpreter program from plural sources (b), a master cry photographic key which is used to encipher and decipher data processed by a system CPU, and a second security utility program which enables the specific user to change the master cipher key.
