A surface illuminating apparatus, which is provided with a transparent light guide plate 2, a reflecting plate 4 layered onto the rear surface of the light guide plate 2, and a light diffusion plate 6 layered onto the surface of the same, is provided between the light guide plate 2 and the reflecting plate 4 with an irregularly reflecting plate 3, disposes light sources 8 at both lateral end sides of the light guide plate 2, and forms at the reverse side surface of a light diffusion plate 6 to the light guide plate 2 a plurality of spotted projections 7 regularly disposed and having light condense and diffusion function.
