The device consists of a message sending means (70) which sends a voice message for notifying a breakdown when ring signals from a telephone exchange through a telephone line are detected more than a certain number of times; a system (100) which detects a key signal from outside, sends and stores the responding signal; an automatic switching means (80) which connects a tip port (101) and a ring port (102) with a system (100) if arbitrary output power (Va) is generated normally in the system, or connects the ports with the message sending means (70) if the output power is down.
