PURPOSE:To easily transmit a unidirectional video signal from a slave station to a master station by generating a video clock synchronizing with a standard clock by the slave station by using the same standard clock signal for an order signal and the video signal. CONSTITUTION:A master station 1 supplies a clock signal from a standard clock generator 7 to an order modulator 1A and a demodulator 1B. The modulator 1A transmits a digital order signal through a communication satellite 9 to a slave station 2 by the standard clock signal. The slave station 2 decodes the standard clock signal and voice signal of the main station 1 by an order demodulator 2A, takes out the clock signal from a clock information extractor 3, and transmits the clock phase-synchronizing with the standard clock signal to a video equipment 4 by a video system clock generator 5. The equipment 4 generates a digital video signal based on the clock, inputs it to a modulator 2B, and transmits it to the main station 1. Therefore, even when the video signal is not transmitted from the main station 1, the video signal can be transmitted from the salve station 2 to the main station 1.
