PURPOSE:To cancel a noise bar from the decode screen of an MPEG. CONSTITUTION:Picture blocks obtained by dividing a screen into longitudinal and lateral 8X7 parts are selected and derived from a first frame memory M1 which stores the picture data of an NTSC by one field. Then, a random table T preferentially reads the information of picture blocks designated at random by referring to the frame processing number data of an N-ary counter 1 which counts a frame pulse, reads the information of the residual picture blocks which are not designated in the order of the array of the picture blocks, and performs a compression-encoding processing. |
