PURPOSE:To provide the information processor capable of performing a rational system determination. CONSTITUTION:For the constitution of a three-group state transition model, a target state group 11 is defined and transition conditions are set by analyzing whether or not the state group 11 has state transition. A natural state group 10 is defined and transition conditions are set by analyzing state transition between the natural state group 10 and target state group 11. An operation state group 12 is defined and transition conditions or control is set by analyzing state transition between the operation state group 12 and target state group 11. The operation determines the current state of an air-conditioning control plant 2 by collating temperature data on the air-conditioning control plant 2 inputted from an interface part 3 with the tree-group state transition model stored in a storage part 5a. When a target state in which the air-conditioning plant 2 should attain next is defined for the state, a control output required to put the air-conditioning control plant 2 in the target state next is outputted while the target state is determined.
