摘要 <p>PURPOSE:To obtain an inter-frame coding system for a picture signal having an equal capability to that of a conventional technology with less hardware quantity. CONSTITUTION:An input picture signal in a frame is at first subject to orthogonal transformation at an orthogonal transformation device 52 and quantization 53 at a quantizer. A reference frame memory 55 is referenced based on a transformation and quantization domain to discriminate whether a transformation block is valid or invalid and whether an intrablock or an interblock at a block discrimination circuit 56, and a variable length coding circuit 57 applies entropy coding to the result and the coded signal is transmitted. The coded signal is decoded through the inverse transformation to above based on the signal of the discrimination result indicating whether a transformation block is valid or invalid and whether an intrablock or an interblock. Since an orthogonal transformation circuit, an inverse orthogonal transformation circuit, a quantization circuit and an inverse quantization circuit or the like are not included in a coded loop, the hardware configuration is considerably simplified and high speed signal processing is implemented.</p>
