An electrolytic cell includes a cathodic cylindrical copper plate of 0.2-2.0 MM thickness, anodic specimen, and electrolytic solution composed of 50-85% H3PO4, 10-35% CrO3 and 3-12% distilled water. The anodic specimen is electrolytically polished to remove 0.10-0.20 mm thickness from its surface in electrolytic cell having 0.3-0.7 A/cm2 current density, at 65-80 deg.C for 10-20 minutes under magnet agitation. The specimen shows high reliability in corrosion test of high tension low alloy steel.
