PURPOSE:To offer a dust-free filling/bag making machine by which dust-free packaged goods having a stable cleanness can be obtained without the need of a washing device for packaging materials. CONSTITUTION:Clean packaging films 10 which require no washing are supplied from a pair of clean packaging film feeders 1 and outer layer films 10b of the clean packaging films 10 are peeled off by outer layer film peeling devices 2 to expose the clean surfaces of inner layer films 10a. Two sheets of the inner layer films 10a are sent out by inner film feeders 4 as they face each other. Then, packaging goods 50 are inserted between the two sheets of the inner layer films 10a by a packaging good filling machine 5 and sealed tight by an impulse seal head 6.
