PURPOSE:To recognize the phenomenon, which occurs on the input side, on the reception side even in the case of high-speed movement of an object by providing a key frame discriminating means which discriminates whether a taken-in frame picture is the key frame including important information or not, a key frame storage means, and a transmission control means. CONSTITUTION:A picture input part 101 takes in a picture by a television camera or the like and outputs the taken-in frame picture to a key frame discriminating part 102. The key frame discriminating part 102 discriminates whether the frame picture received from the picture input part 101 is the key frame or not; and if it is the key frame, the discriminated key frame is outputted to a key frame storage part 103. When receiving the signal, which requests transfer of the key frame, from a transmission control part 104, the key frame storage part 103 transfers the oldest one of stored key frames to the transmission control part 104. The transmission control part 104 transmits the key frame received from the key frame storage part 103. |
