PURPOSE:To obtain the subject material having improved workability and applicability at a low cost while effectively utilizing resources by incorporating a hydrated cement such as hydrated CaSiO3 in a suspension. CONSTITUTION:A suspension of sludge containing cement gel and generated in a concrete batching plant or a concrete product plant is dehydrated or diluted to obtain a cement slurry having a solid content adjusted to 10-99wt.%. As necessary, the suspension is dehydrated or diluted to a solid content of 10-99wt.% and incorporated with cement to obtain a cement-based grouting material.
