PURPOSE:To efficiently, precisely and economically cut a tube material into regular size pieces and to subject the tube material which is transferred to be cut into the regular size piece, to tension treatment by adopting a tension applicator. CONSTITUTION:The flat tube material T for a heat exchanger on an uncoiler 1 is intermittently transferred for regular size cutting by back and forth moving of a movable clamping device 4 moved by reciprocating back and forth moving of a moving body 2 and switching operation of clamping and unclamping for the material T by moving and fixing clamping devices 4 and 6. The cutting is executed by a cutting blade 23 provided on the moving body 2 during the forward moving process of the moving body 2.
