PURPOSE:To provide an orbiting satellite communication system in which a cell in use is relieved without interruption of communication in the orbiting satellite communication system using an orbiting satellite group for the communication. CONSTITUTION:A burst including an identification number every orbiting satellites 1-3 is sent, a communication terminal equipment 5 receives the burst to obtain operating cell recognition information including the result of measurement of a line error rate to recognize the cell capable of using at present and a cell capable of using from now on and operating cell recognition information is reported to a network reference station 4. The network reference station 4 receives the information to recognize a cell to be used by the communication terminal equipment 5 and sets immediately the communication channel using the cell as the feature.
