PURPOSE:To transmit a correct telephone number to a telephone line by accurately detecting a voice section even when a transmitting telephone set is different from a registered telephone set. CONSTITUTION:An electronic switch 32 switches and inputs an inputted voice signal to a voice recognizing part 13. A control part 33 outputs a telephone set number extracting an input telephone set. The voice recognizing part 13 accurately sets up a voice section detecting threshold, correctly detects a voice section from the inputted voice signal and extracts the reference pattern of a registered word or the feature pattern of an inputted word. Thereby even when a transmitting telephone set is different from a registered one, an always optimum voice section is detected, so that the recognition ratio of the voice recognizing part 13 can be prevented from being reduced and a correct telephone number can be transmitted by a voice dialler.
