A back reflector (14) for a photovoltaic device (10) includes an electrically conductive, textured layer (32) and a reflective layer (34) conformally disposed on the textured layer. The reflector may include a protective layer (36) atop the reflective layer (34). The materials of the reflector (14) are selected to be non-reactive under conditions encountered in the manufacture and use of the photovoltaic device (10).
