PURPOSE:To provide a water film forming device which can form a water film having a uniform thickness on a casting drumn. CONSTITUTION:A water film forming device is provided with a wet air generating device 80 and wet air blow-off device arranged in the close vicinity to a casting drum. The wet air generating device 80 possesses a sealed vessel 81 for storing of hot water and an air supply pipe 86 for spouting air into the hot water. The air supply pipe 86 possesses a large number of small holes having the hole diameter of at most 5mm and the air is spouted through the small holes. The hot water is stored within the sealed vessel 81 so that the depth of water becomes at least 300mm. The air spouted through the air supply pipe 86 is raised within the hot water in the sealed vessel 81, moisture absorption is performed and stored within the upper part of the sealed vessel 81 as the wet air which is under a saturated condition. Then the wet air is supplied to the wet air blow-off device by passing through a wet air supply pipe 91.
