<p>PURPOSE:To make highly efficient transmission possible by detecting information relating to encoded data and controlling an encoding processing based on a detected result. CONSTITUTION:A code amount/symbol number counting part 47 monitors the picture encoding bit strings of the output of a serial multiplexer 44, sums up a code amount and a symbol number and feeds them back to a code amount/ symbol number control part 31. The control part 31 changes quatization characteristics so that the code amount/symbol number for a frame being encoded at present satisfy prescribed constraint with the above-mentioned summed result and controls an information source encoding part 3. Especially, the symbol number is controlled by a small area unit finer than the frame. Also, when the encoding of the same frame is completed, the constraint of the code amount/ symbol number for the next frame is found. A communication procedure control part 51 arranges the transmission starting conditions of the picture encoding bit strings by delivering the same function block and control signals provided in a reception side.</p> |
