CONSTITUTION:When current bit rate information from an exchange 7b and request bit rate information from the decoding device is supplied, a bit rate control part 5 compares the current bit rate with the request bit rate. When the current bit rate have a margin to the request bit rate, bit distribution calculation parts 3a and 3b are controlled so as to reduce a scale factor threshold value for increasing the request bit rate. The bit distribution calculation parts 3a and 3b decide the number of distributive bits to be eliminated corresponding to the scale factor threshold value changed and controlled to a small value. When the scale factor threshold value is made small, for example, the number of distribution bits to be eliminated by bit elimination parts 4a and 4b is reduced and the amount of encoded data to be supplied to a synthesizer 6 is enlarged.
