PURPOSE:To obtain the video telephone system being able to send a picture with high picture quality without deterioration in the picture quality even when video information to be sent changes. CONSTITUTION:In the video telephone system 12 in which a digital processed video signal 2 is quantized and coded by a coding circuit 4 and the coded output is sent, the quantization characteristic of the coding circuit 4 is switched in response to a picture element number in a frame when the video signal 2 is processed to obtain a high picture quality picture with less distortion. |
