A reformer unit (13) is incorporated for heating and decomposition of a raw material, which is composed of a liq. fuel and water as main constituents, whereby combustion gas is used for prodn. of hydrogen gas. A fuel cell (12) continuously supplies a specific load with electrical energy and comprises an electrolytic layer (12a), a fuel electrode (12b) arranged along a main surface of the electrolytic layer, and an oxygen electrode (12c) arranged along the other main surface of the electrolytic layer. The fuel electrode receives the hydrogen gas produced in the reformer unit and the oxygen electrode receives oxygen so that electrical energy is produced. Sec. cells are provided for supply to the load of a requisite amt. of electrical energy at least during the starting time, until the prodn. of electrical energy in the fuel cell commences or to the time at which the extent of the load changes.
