A tapping power apparatus is disclosed in which upper and lower fly wheels are installed on fixed metal rods of upper and lower bases, an operating portion is mounted between the upper and lower fly wheels, the operating portion is installed so that upper and lower disks are mounted on the upper and lower ends of an operating metal rod and a drum embraces the lower fly wheel, and an operating ring mounted on the bottom of a rotating shaft makes contact with upper and lower microswitches, thereby preventing accidents from occurring.
