PURPOSE:To enable the operation in the state of utilizing the capacity of an ion exchange resin to the max. possible extent by calculating the resin compsn. of the ion exchange resin to be subjected to a regeneration treatment from the total ion load of raw water and predicting and calculating the quality of outlet water and the volume of the water which can be collected in accordance with the predicted and calculated value of the resin compsn. CONSTITUTION:A means 7 for measuring the quality of the inlet water which measures the electric conductivity of the collected raw water is disposed before ion exchange device 1. A calculating means 8 calculates the total ion load of the raw water in accordance with the electric conductivity signal S1 from the means 7 and the concn. signal S. of the specific ion in the raw water, calculates the resin compsn. of the ion exchange resin to be subjected to the regeneration treatment from this calculated value, predicts and calculates the resin compsn. in the case of regeneration of the ion exchange resin from the calculated value of the resin compsn. and predicts and calculates the quality of the outlet water of the device 1 at the time of the next water collecting and the volume of the water which can be collected in accordance with the predicted and calculated value. A means 9 for operating the water collecting instructs the water collecting operation to the device 1 in accordance with the signal S3 of the predicted volume of the water which can be collected from the means 8.
