PURPOSE:To simplify the internal structure of a disc-shaped cutter of a tunnel excavating machine and reduce the costs its fabrication thereof. CONSTITUTION:A disc-shaped cutter 5 is rotated right (or left) while swing cutters 12 are protruded from the periphery of the cutter 5, and the unexcavated portion generated partially is outbroken. Therein the swing cutters 12 make excavation with a cutter bit 13 in B-part. Also the swing cutters 12 make excavation with cutter bit 13 in A-part, and two expansion jacks 8 both push inward in the radial direction, so that a force of contracting direction is generated in each expansion jack 8.
