PURPOSE:To obtain a stable picture compression encoder where the deterioration of picture quality owing to the local quality dispersion of a compression picture is eliminated. CONSTITUTION:When an input picture Si is inputted, information quantity S21 is obtained in an information quantity arithmetic means 21 so as to be given to a compression SN ratio predicting means 27 and a code quantity predicting means 28. A buffer remaining quantity detecting means 26 detects the buffer remaining quantity S26 of a buffer 25 and gives it to a quantization deciding means 29. The means 27 obtains a prediction compression SN ratio S27, the means 28 obtains prediction code quantity S28 and these are given to the means 29. The means 29 control the quantization of a quantizing means 23 from a normally optimum compression SN ratio or compression code quantity in accordance with an external part request Q based on the prediction compression SN ratio S27, prediction code quantity S28 and buffer remaining quantity S26.
