PURPOSE:To suppress the deterioration of pictures due to the congestion of a transmission network by limiting the number of transmission cells preferentially from a band with the small ratio of encoded picture element number for respective frequency bands or coarsely quantizing them when the total quantity of generated information by encoding for a fixed period in the past exceeds a prescribed threshold value. CONSTITUTION:The respective picture signals of first to N-th bands for which input picture signals are divided by a band dividing circuit 1 are encoded by respective encoding circuits 21-2n and are turned to the cells by respective cell constitution circuits 31-3n. When the total quantity of the generated information for the fixed unit time in the past which a transmission cell control circuit 4 calculated by counting and adding the cells exceeds the prescribed threshold value, the circuit 4 limits the information quantity. That is, the circuit 4 limits the number of the transmission cells preferentially from the band with the small ratio of the encoded picture element number for the respective frequency bands to the total number of the encoded picture elements for the fixed period in the past or coarsely quantizes them. Thus, the congestion of the transmission network is suppressed and the number of the generation times of the deterioration of reproduced pictures due to cell abandonment can be reduced.
