PURPOSE:To utilize the network effectively by allowing an exchange to set a traffic based on a traffic pattern sent actually by a terminal equipment as a reference setting value in the variable rate line setting method. CONSTITUTION:In the case of a call from a terminal equipment, the terminal equipment transfers a call connection request 30 to an exchange and a traffic pattern 50 in a prescribed pattern form to the exchange. The exchange uses a traffic pattern measurement section to receive the traffic pattern 50 and measures the traffic of the traffic pattern 50 to discriminate the propriety of accept of the call based on the measurement result. Furthermore, the exchange compares the traffic based on the traffic pattern 50 given from the terminal equipment at the call with the traffic of communication data coming from the terminal equipment during actual communication and takes the result of comparison into account for the setting of the traffic at a succeeding call request from the terminal equipment, then the calculation of the traffic setting value with higher accuracy is attained.
